There is a distinction between graft and corruption. Graft is the dishonest use of one’s office to get money or perquisites or anything so required, while corruption is an act or effect of corrupting, dishonesty and/or perversion. Both of them, however, depend on the person performing the action.
Moreover, graft and corruption is a situation where two things canceling out each other. They cannot proliferate, if only the laws were properly enforced by those concerned individuals.
Graft and corruptions are caused not only by needs, but also by greed of public service. As such, they could not be totally eliminated. However, they could be minimized. One of their causes in government is the outrageously low salaries of its officials and employees. Certainly, giving them higher salaries is one way of minimizing them.
A bureaucratic structure can have an impact on the behavior of individuals in die organization. It’s all a question of balance and proportion. As Adrian Cristobal observed:
There are laws and rules and regulations on a large bureaucracy, and with so many power centers, factions, and intrigues, there’s always the chance of some malcontent or honest person blowing the whistle.
Unfortunately, it doesn’t necessarily operate that way. To many, the end would justify the means. That shows how protective the organization really is to their people. Some of them are willing to absorb shock during impact of such condition in their organization.
In an organization, managers have the right and the duty to control the behavior of their subordinates. Up to a point, that’s the privilege and responsibility of managers. However, these things are never easy to do.
Not only is the organization being short charged, but graft and corruption, in general, could destroy the institution.
